 Fixed header visibility behavior for both app-level and page-level configurations. 
 Updated the visibility priority:
 
 Page-level configuration takes precedence over app-level configuration. 
 If page-level configuration is unavailable, the app-level configuration is applied. 
 
 
 Fixed the previous behavior where header visibility depended only on data instead of configuration.
